Receives Event::Window ChangeUnderCursor variant — fired when the element under the cursor changes (e.g., after a layout update or view tree change at the current pointer position).

§Routing

Dispatched to Target phase only on all views that have registered this listener. Also triggers a hover state update from the last known pointer position, which may generate synthetic PointerEnter/PointerLeave events.
